职位描述 1\ Play a supervising and risk control management role on construction licenses and permits, in order to keep application for construction related permits legally and in compliance.
2\ Pre-approve requirement for Entrustment Agreement from business development department. Evaluate written justification on necessity of entrustment agreement with landlord.
3\ Ensure delivery of the landlord entrustment permits and licenses including fire permits/construction permits/environmental approvals in designated period.
4\Review related permits to ensure all permits are consistent with the construction scope, design and other details of entrustment agreement. Regularly check the status of the permits obtained from landlord to monitor the completeness and validity.
5\Review with landlord on requirements of the entrustment agreement prior to the starting date of construction.
6\Pre-approve requirement for payment made by landlord. In charge of confirming the amount to be paid are consistent with the standard amount stipulated in official documents.
7\Review the invoice issued by landlord to keep the content conforming to entrustment agreement.
Submit payment request in eFlow for each approved invoice received from landlord by non-cash payment.
8\ Confirm that the government agency will only accept payment by cash by consulting with A/C Compliance prior to giving approval for cash payment request from landlord.
9\ Remind landlord of its responsibilities under entrustment agreement before due date of each permit.
10\After payment to landlord, keep reminding landlord of its responsibility that landlord should make payment to government directly and notify WM once obtaining licenses and send to WM related documents.
11\Follow up directly with landlord every 24-48 hours if the above requirements are not satisfied.
基本任职条件 1\Bachelor degree or above on legal,construction, finance or related disciplines, master degree would be preferred;
2\Minimum 4-6 years or above experience on retail,property management, legal, construction project management or other related fields.
3\Very familiar with license approval procedure on construction permit/fire permit/environmental protection permit; Be able to analyze financing expense in applying for constrution permit in China.
4\Be familiar with company FCPA policies;
5\Good communication ,team work spirit and interaction skills;
6\Good English ability is a must;
7\Patience and carefulness are essential qualities;
8\Willing to travel regularly around China as necessary.
附加的任职条件 1\Experience on Finance, Audit or law practice is preferred;
2\A professional certificate of finance, audit or law is preferred.
